EU/EEA Citizen Guide

Who is this for?

This guide is for citizens of EU/EEA countries moving to Norway to work, study, or live.

Your Rights

As an EU/EEA citizen you have the right to:

  • Live and work in Norway without a work permit
  • Access Norwegian public services
  • Bring your family to Norway
  • Apply for permanent residence after 3 years
  • Apply for citizenship after 7 years

Registration

When Must You Register?

  • If you plan to stay longer than 3 months, you must register with the police
  • Register as soon as possible after arriving

How to Register

  1. Go to udi.no and fill in the registration form
  2. Book an appointment at your nearest police station
  3. Bring your passport and proof of your reason for staying (job contract, study admission, etc.)
  4. You will receive a registration certificate (registreringsbevis)

Nordic Citizens

  • Citizens of Denmark, Sweden, Finland, and Iceland do not need to register
  • You can move freely between Nordic countries

What You Need When You Arrive

Step 1 – Register with the Police

  • Book appointment at politiet.no
  • Bring passport and job contract/study admission

Step 2 – Get a Personnummer

  • Register your move at skatteetaten.no
  • Processing time: 2–8 weeks
  • You need this for almost everything in Norway

Step 3 – Get a Bank Account

  • Visit a Norwegian bank with your passport and personnummer
  • Recommended: DNB, Nordea, or Sparebank 1

Step 4 – Get BankID

  • Ask your bank to set up Mobile BankID
  • Required for tax, NAV, Helsenorge, and most public services

Step 5 – Get a Tax Card

  • Apply at skatteetaten.no using BankID
  • Give it to your employer before your first salary

Step 6 – Register a GP (Fastlege)

  • Register at helsenorge.no using BankID
  • Choose a GP near your home

Bringing Your Family

  • EU/EEA family members can join you without a separate permit
  • Non-EU/EEA family members must apply for family immigration at udi.no

Permanent Residence

  • Apply after 3 years of continuous residence
  • Must meet income and language requirements
  • Apply at udi.no
